if you are in america, stay here for college.
I have studied for some durations at foreign universities (shanghai jiao tong university, and osaka university), and have been stupified by how (surprisingly) easy, and deficient their education in college is. It certainly is against everything you hear your entire life, and took a lot of convincing for me to finally accept this.
I have had friends who went to tokyo university for their PhD, they told me quite plainly: they felt cheated, and that they wasted a few years, wish they just did it in america because the education was not nearly as rigorous.
what is the required GPA? It of course matters what school you go to. A 3.0 at MIT should be fine, but a 4.0 at a state college might not even get you admission. Even though tokyo university is not that good of a school in a world arena, it is the best japan has to offer, so expect to need to be doing well to get in. GPA is more than a number obviously.
