Is it possible to get into graduate school with a lower GPA than what they require for admission?

I am looking at several graduate schools and I do not make the minimum GPA requirement for some, but I not off by much I think (.3). I know that although GPA is important, graduate schools also look at your GRE scores, internship & research experience, and letters of recommendation. Do you think it would be possible to get into a grad school by excelling in the other fields and explaining in my personal statement why my GPA is lower than what they are asking for?

Of Course! GPA is only one puzzle piece, so if you are amazing at sports or music you might get in. I mean incredably amazing at sports or music.
